[forms-devel] Source code of Xamarin.Forms.CarouselView on Github

The CarouselView code is not in a state we are proud of yet. The decision
not to open source it comes from a position of "we cannot accept code from
ourselves that we would not accept from the community". We are continuing
to develop it until we are happy that the code quality meets our minimum
contribution standards.
