[Moonlight-list] Uri::Combine() patch

I haven't finished testing to make sure this doesn't break anything, but
so far it doesn't seem to.

Posting here since I'll be on FTO until Wednesday (altho I'll likely be
on and off irc) and I wanted to make sure that Stephane didn't end up
blocking on this.

AFAICT, no regressions on p0, but p1 drts haven't finished so I'm not
sure how they fare. Also haven't done moon-unit (except for the
BitmapImageTests).

I'll continue on this next week when I get back if no one has finished
it off in the meantime.
