[MonoTouch] How about using Visual Studio with MonoTouch?

As regards "mock" DLLs, you should be able to copy the Monotouch assemblies
onto your windows box and reference them directly, or generate
lightweight metadata-only assemblies with the .NET sdk's soapsuds utility (
see http://support.microsoft.com/default.aspx/kb/323491 )
