[mono-android] Installation fails on Windows 7

I had the same issue where the installer would say that everything was
installed.  I ran the installer multiple times, after reinstalling
monodroid, etc, and nothing worked.  What finally worked for me was when I
ran the installer again, I clicked on the "Click here to configure internet
proxy settings if required".  I made no changes on the popup window, however
just by bringing up this window, made the installer installing the missing
software.
