Another option is to go to the command line and issue adb kill-server followed by adb start-server. This will reset ad and it should see the running emulator. Basically, this is an adb issue, it sometimes doesn't see what it is supposed to see.

You will want to press the "refresh" button once and then wait 10/15 seconds and hopefully it will show up then, if this doesn't work, then try pressing "refresh" again and again wait for it to show up. The issue is that the Emulator isn't showing up through ADB (the Android Debug Bridge used by Eclipse and MonoDevelop/Mono for Android) so until this gets picked up (by clicking refresh, you're killing the ADB server and restarting it), you won't be able to deploy to the emulator.

Check the emulator running, the AVD Manager with the emulator name and the
MonoDevelop with the dialog window with emulator and "ok" button turned off.
How do I tell MonoDevelop that the emulator is already up and running?
