[mono-android] ScrollWheel in C#?

I tried to port most of the code some weeks ago, but i found some problems
porting most data types needed to show most of Wheels and i´ve "freezed" it.
(as now, i´ve a wheel with integers that can be moved)

If you want i could share my unfinished work.
