[mono-android] CodePage 1252 not supported!!

Similar to the following post I am getting a "CodePage 1252 not supported"
error in my release code.
(debug is fine).

I have made sure that "West" is checked in the Additional Supported
Encodings section of the project properties.

I am targeting Android 2.3.

Any ideas?
