You may need to elaborate, as the test case attached to https://bugzilla.novell.com/show_bug.cgi?id=664573 still works for me.

HOWEVER...

Culture information is read in a process creation time, which may _not_ be activity launch time. For example, if you build #664573 and launch it, you'll get the correct locale (at least, I do). Hit the Back button, Settings -> Language & keyboard -> Select language -> Deutsch, and relaunch the app, and the locale is "wrong" (as it's the original locale, not the updated locale).

I don't know how easy or hard it will be to fix this, and I imagine it won't be fixed by 1.0.
