Hello Chintan,
please try to keep the conversation on the list, by CCing
monodevelop-list at lists.ximian.com

I cannot help you with the MonoDevelop installed from the PPA, because
I am using my own packages, obviously.
You can use them too.

After apt-get install monodevelop-opt mono-xsp-opt
I can do this:
. /opt/mono/env.sh
(attention: there is a space after the dot)
after that I can see:
root at j51349:/home/timotheusp# which monodevelop-opt
/usr/bin/monodevelop-opt
root at j51349:/home/timotheusp# which xsp4
/opt/mono/bin/xsp4

I usually start xsp4 just in the directory where my webapp lives, ie.
there is a bin directory and a web.config.
I have no experience with /etc/init.d/mono-xsp4.

All the best,
  Timotheus
