[MonoDevelop] MonoDevelop acts weird with AfterTargets in webapps (#18761)

AfterBuild or AfterTargets="Build" targets do not work when building
Web projects in MonoDevelop and XamarinStudio. Here is the bug report
that I filed under XBuild, since it seems that XBuild itself does
something weird:

Could MD be at fault here too, for Web apps? Like, not going through
XBuild but building them with some dedicated code?
