[MonoDevelop] How to specify --runtime=v4.0 ?

The Project-->Project Options menu item is greyed out. I'm also having
troubles getting breakpoints to work. 

I am currently attempting this in Linux Mint 15. I am using MonoDevelop 3.x,
because that's what's available. I think I need to try doing this on my
windows box or load a VM with an OS that supports a more recent copy of
MonoDevelop. I only figured this out yesterday. It's silly trying to fix a
problem when my version is so old.
