[MonoDevelop] Moving from Visual Studio to Mono

1. If the DLL is fully managed, doesn't do OS-specific stuff, and that
everything it relies on is properly implemented in Mono, then yes.
2. Supported on what, or where? Or do you mean to ask if Mono is still under
development? If so, yes (see Github activity or the DL page).
