Sorry that I didn't update my original message about this.

I ended up doing essentially the same thing with WiX and taking it
from there.  Yes, I was able to install from .msi at that point.  I
haven't actually been able to run MonoDevelop under Windows because I
see the splash and then it crashes, even for version 3.0.  One of
these days I will debug.
