[MonoDevelop] UTF-16 support?

Hi

I've implemented another encoding detection/loading algorithm (However, 
still not used in file->open, but I'll change that). Can you give me 1-2 
files that cause problems in 2.8.6.5 so that I can check that these 
specific files are working ?
