oddly, for me mono-addins doesnt show up in my pkg-config.  do you have 
a mono-addins.pc file in your /usr/local/lib/pkgconfig folder?

What about the things in PREFIX/lib/mono/mono-addins ?

If you still get stuck, you could try my pre-built debian packages
