[MonoDevelop] Unable to open Visual Design

I don't know of any plans to implement it, but it's possible that someone
in the community is working on it or plans to.

It probably wouldn't even be that hard. AFAIK, the Stetic GUI designer uses
CodeDom to generate code, so all it would have to do is use the right
CodeDomProvider (assuming a provider exists for VB.NET).
