[MonoDevelop] Setting shortcut keys on CodeAction?

Hi
Shortcut keys for code actions is a high prio item - when I next can
improve the code action system shortcuts are high on my todo list.
New code actions should be implemented in NRefactory - depending on what
they are. Tests should be added there.
