Yes, you can use mono and monodevelop on Windows or, if you prefer, you can
use Visual Studio and the gtksharp native libraries. 
I release on Windows using mono and its GTK libraries and develop using
monodevelop but two collegues of mine continue to develop on Visual Studio
with native gtksharp.

PS.: when I say Visual Studio I mean VS2005 or VS2008 express
