I have just reproduced this behavior from scratch using file following
steps:

1. New Solution with Console Project 'ProjectA'
2. New Project type lib 'ProjectB'
3. Add file "test.png" to 'ProjectB' mark as Copy to output directory
4. Reference 'ProjectB' from 'ProjectA'
5. Build

Notice test.png is not present in ProjectA's output directory.

That rules out a problem in my project files. This is on a very clean 11.10
install.

Can someone else on 11.10 please confirm that it's not just me.
