[MonoDevelop] Why does MonoDevelop require .Net 4 on Windows?

I think its great that MonoDevelop "can" run on .net

But forcing it's use?

I believe in mono, I want to use mono, let me use mono.

Please get me the option on install to choose either .net or mono.
