[MonoDevelop] Why does MonoDevelop require .Net 4 on Windows?

Same here, I am also wonder why MonoDevelop REQUIRE .Net 4 to run. If Mono is
mature and portable, MonoDevelop should able to run no matter Microsoft .Net
or Mono.

Otherwise the pre-builded Mono for Windows package is waste of time and
didn't make sense.
