[MonoDevelop] Why does MonoDevelop require .Net 4 on Windows?

Clarification on my frustration in my previous post. I think the medium for
this is the issue for most of why it may be difficult to convey the
concepts.  So I am willing to continue in an offline and a more real-time
method if any of the contributers are interested.  I don't think it will be
successful via a mailing list.
