Yes, MonoDevelop addins are written in C#. There are some articles on
addin development in the MD web site:
http://monodevelop.com/Developers/Articles. Your proposal should
explain what features you plan to write and how they would fit into
MD. I suggest you take ideas from other IDEs with web tools, such as
VS, Eclipse and Netbeans.
