[MonoDevelop] F# bindings

MonoDevelop 2.4 seems ok.  I see some partial updates around for 2.6, here:

I'd say we need to branch fsharp/fsharpbinding (to keep the bindings for
MonoDevelop 2.4 stable), and update the bindings for MonoDevelop 2.6.
