[MonoDevelop] GTK# version for dotNet - MonoDevelop under Windows XP

I read the web page for installing MonoDevelop under Windows. One of the
downloaded items was GTK#2.12.10 for dotNet.  When I tried to install it, it
complains that dotNet V2.0 or higher is needed. Yet I have dotNet Framework
V4 installed.

This is apparently already flagged as a bug. The question now is - what is
the solution or work-around? Is there another version of GTK# for .Net that
I can use? Must I install .Net Framework V2?
