[MonoDevelop] How to Change MD Language Temporarily

I have one question, i can change MD language with LANGUAGE=ru monodevelop in
linux. But i need to change language in windows also. But command start
monodevelop.exe LANG=ru_RU.UTF-8 does not working!
How to change language in windows?
 Please help me!
