[MonoDevelop] App.config Gotcha

That doesn't sound like a bug to me. And in the past, Mono *has* been
replicating some .NET bugs, so that wouldn't surprise me either way.
Maybe show the App.config file copy option as disabled or something to make
it more obvious?
