Hi,
You could definitely build MonoDevelop from source (
http://monodevelop.com/Developers/Building_MonoDevelop#Windows ) with
the CBinding (or any other addins) enabled.  Keep in mind, though,
that for it to be usable with C++ projects, you'd basically need
cygwin with gcc, pkg-config, a compatible exuberant-ctags, and a fair
amount of patience with tweaking your system configuration.
