[MonoDevelop] Can not add a "New Task".

This problem still persists in new version MonoDevelop 2.2.1 on Ubuntu 10.04
x64.
However, there is a workaround. Just reopen the same project. This problem
only seems to be with the first project opened (doesn't matter if
auto-open-last-project-on-startup is enabled or not).
Also, MonoDevelop automatically deletes the "project.usertasks" file
sometimes.
