[MonoDevelop] Add-in repository over proxy

There are some places to set the proxy authentication. I use Ubuntu. In
settings of packagemanger, ubuntu network settings, and console environment
variable.

I install the plugins now on a other way, some plugins can found in Synaptic
Packagemanager.
