[MonoDevelop] Patch allowing DotNetProjectSubtype projects to exclude imports

I've written a small patch to allow DotNetProjectSubtype projects to
exclude imports. This functionality is needed to allow XNA content
projects to bypass standard build routines.

I have not updated the ChangeLog (for now).
