[MonoDevelop] Pad docking area idea

I think that with our current tabbing model, the pad header is useful.
It may take some space, but it is not that much space.

VS uses the same model. Eclipse and Netbeans have different ways of
organizing tabs. I can't tell which model is better since I haven't used
Eclipse extensively. In any case, I don't see big usability differences.
