[MonoDevelop] Pad docking area idea

Hi

Currently our pads duplicate information. We show a header bar + tabs at 
the bottom when more than one tab is docked.
This gives you the information twice: which tab is selected & provides 
another drag&drop area.

I think that this limits the valuable screenspace too much. I think that 
it would be cool to merge the header & tab area into one. I now have 
tried out the latest netbeans release and they're doing exactly this:

The downside would be that it's not that easy to see which tab is selected ?
(I don't need that info because I can distinguish the pads by their content)

.. yes I know vs.net duplicates information too - but I don't think 
that this is a reason to do it as well.
