[MonoDevelop] Comments on the comment template

I dont know the specifics of the "Text Snippets", but why not just make ///
trigger the text and let you tab though and edit (like Text Snippets). Seems
like that would be better than an undo workaround. Then again, this is
probably a lot more complicated to implement :)
