hi,

i had the same problem, you need to install some microsoft i think one of
these: 
libmono-microsoft-build2.0-cil - Mono Microsoft.Build libraries                                                  
libmono-microsoft-visualbasic8.0-cil - Visual Basic 2005 runtime libraries
for Mono                              
libmono-microsoft7.0-cil - Mono Microsoft libraries (for CLI 1.0)                                                
libmono-microsoft8.0-cil - Mono Microsoft libraries (for CLI 2.0) 
i'm not 100% sure because i've choosen mono-complete package ( sudo apt-get
install mono-complete ) and it enabled me to compile  mono 2.2 on ubuntu :)
