Yes, you can do GTK#, Winforms, ASP.NET (MVC), Moonlight, and console
development without a designer, or if you're using MonoTouch or a
third-party Cocoa wrapper you can also use Apple's Interface Builder.

The debugger works fine as long as you have Mono 2.6.x+ as your target runtime.
