[MonoDevelop] No longer able to get debug information & Mono.Cecil error

Where can I get Mono.Cecil for Windows?  Is this missing from the latest
Windows install?  

I uninstalled all Mono programs and started over.  Still getting the same
error and it appears that it occurs any time I hit a debug statement.

Any direction appreciated!
