[MonoDevelop] Webservices

Are you asking about a "publish" type feature or just using MonoDevelop 
to build the web service? Deploying a web service in MonoDevelop should 
be similar to VS, I did a quick google search and found a video for 
building the web service and a article on consuming a web service I hope 
they help.

Never forget google is your friend there is not as many things on 
MonoDevelop as there are VS but they are some really good articles. I 
found it helpful to simply browse and read a few.
