Ctrl already has a use in this context -- make the tooltip semi-transparent.

I think all we need to do is to make the refactoring commands
keybindable. I have a patch for this that I never finished; it
required substantial reorganisation of refactoring commands, and there
was a discussion about this on monodevelop-devel-list a while back.
