[MonoDevelop] build errors on windows vista x32

[Ivan Alagenchev]

Forgive my ignorance, how would I do that. 
Also, once we finish getting me setup, I am planning on documenting this process and sending it to you guys to put it up under the developer quick startup, or wherever appropriate.

Perhap's i sayed something wrong, rather relink, set environment to
find the Mono GAC
