[MonoDevelop] Language Binding not working

Hello everyone,

I've been trying to get the basics of a language/project binding but I can't
seem to make it work. I copied the PyBinding to get started but even with
help from lluis and mhutch it didn't get fixed.

What I want is for the PHP project templates to show up in MD so I can start
a new PHP project but they don't.

I've zipped the whole project and attached it so someone with a little time
can take a look at it and hopefully tell me about some stupid error.
