[MonoDevelop] Gtk.VScrollBar

Hi:

When trying to hard code the widget Gtk.VScrollbar vsb = new 
Gtk.VScrollbar(); 
I get an error : `Gtk.VScrollbar.VScrollbar(GLib.GType)' is inaccessible 
due to its protection level(CS0122)]

But, yet I can add I believe the same widget using Stetic w/o the 
error.  What am I missing?
