[MonoDevelop] Web Application Solution - App_Offline.html

After I started my C# Web Application Solution that built and ran. I then
requested an HTML page be added and at the build got an error.  

[Task:File=/home/user/aspfirst/aspfirst/App_Offline.html, Line=2, Column=6,
Type=Error, Priority=Normal, Description=Parsing error(CS8025)]

How do I fix this?

Here is an interesting article that states .html with in the app is ok.
