[MonoDevelop] Proposal to require Mono 2.4.2 and GTK# 2.12.9 for MonoDevelop 2.2

Go for it!  Reasons all sound good to me and everyone I know has been on
those versions for quite some time now.

By the way, Monodevelop rocks!  This is the far-and-away the best Open
Source IDE.
