[MonoDevelop] Visibility of GAC Dll's

I notice that if I install a DLL to the GAC with gacutil -i, it then does not show up in the packages tab of the 'edit references' dialog. I probably am misunderstanding something, but I thought it should appear in this tab. I can still use the .Net assemblies tab to add the dll file itself, but I was wondering what the distinction was between 'assemblies' and 'packages' in the GAC.
