[MonoDevelop] Why there is no MonoDevelop IDE for Windows?

Hi,

After so many months, there is no MonoDevelop IDE for Windows, why is that?
To avoid problems with Microsoft?

Is there a technical reason why MonoDevelop is only for non Microsoft OS?
