[MonoDevelop] F# support

Thanks for the reply!  I am still working on this and I fear that it is
going to take a bit of work, but that's OK. The language bindings as they
exist now are for MonoDevelop1.9 and the current release is 2.0, so there
are lots of errors to fix, but I am going to continue to work at it and keep
you posted.  If it works I will of course contribute it to open source
community so that others do not have to go through this :)
