[MonoDevelop] Target 3.5 Runtime

Can someone please tell me how to target a specific runtime with MonoDevelop
2.0.  

For instance, if I create a project in Visual Studio, I can add references
from the 3.5 framework, such as System.Core.  If I create a project in
MonoDevelop, these libraries are not available to me, and I cannot see where
I can fix this.
