[MonoDevelop] Toggle Line Comment(s) in Alpha2

Some files in my C# project allow me to toggle line comments and some don't
(the dlgXXX.cs and my widget .cs files have the toggle comments and indent
selected grayed out) Huh? Is there a new properties setting per file that I
missed?
