[MonoDevelop] changing gmcs codepage

It should be in the project settings, in the build type configurations at
the bottom.  I forget exactly which page it's on, but it's there.  (At least
in the SVN builds; I don't know which MD version you are using so I don't
know if it has the ability to change the codepage from the GUI.)
